Competition Rules

INTRODUCTION

The purpose of this document is to provide the information that governs the way of running an International Canoe Federation (ICF) Flatwater (Sprint) Racing event.

I. GENERAL REGULATIONS
1. Object
1.1. The object of canoe racing competition is to race over a clearly defined unobstructed course in the shortest possible time.

2. International Competitions
2.1. All competitions announced as international shall be held in accordance with the regulations of the ICF. Competitions arranged by the national federations or their clubs are considered international if competitors of a foreign country are invited to participate.

These competitions must be controlled by at least one accredited official in possession of valid International Official card.
2.2. The official events recognized by the ICF are the following:
For men: K1, K2, K4, C1, C2, C4, 200, 500 and 1000 metres
K1, K2, K4, C1, C2, 5000 metres
For women:K1, K2, K4, 200 and 500 metres
K1, K2, 1000 and 5000 metres
2.3. The official distance of races recognized by the ICF are the following:
For men: 200, 500,1000 and 5000 metres
For women:200, 500,1000 and 5000 metres

3. Competitors
3.1. Only the members of clubs or associations affiliated with a ICF Member Federation, have the right to participate in an international competition.
3.2.A competitor is always allowed to take part individually in an international competition but must in each case obtain special permission from his/her national federation.
3.2.1.A Competitor may take part on behalf of the Federation in a foreign country in which he/she is domiciled,if he/she obtains the authorization of his/her Federation of origin.
3.3.2.If he/she has lived for 2 years or more in this foreign country,the approval of his/her Federation of origin is no longer required
3.3.3.A competitor may not compete for more than one Federation in any calendar year in the sport of canoeing.
This rule does not apply in the case of a competitor who leaves his/her country of origin to marry in another country. He/she can,in this case,compete for his/her new Federation without awaiting the delay of 2 years
3.4.The first year a junior competitor can compete is the year that his/her 15th birthday falls in and the last year he/she may compete as a junior is the year that his/her 18th birthday falls in.

4. Mixed competitions
4.1. Mixed competitions in which male and female competitors take part, either in the same boat or in a competition with each other, are not permitted.

5. Fixture list
5.1.Before the 1st August of each year all national federations shall send,one copy to the ICF Headquarters, and one to the Chairman of the Flatwater Racing Committee, their proposed Programme of international regattas for the coming year. In principle, the calendar shall be prepared at the time of the World Championships or Olympic Games, for next year.
5.2.The Federations may complete or modify the calendar till 30th September. Beyond this date the calendar shall be considered definitive and published.

II CLASSES AND BUILDING RULES
6. Limitations
6.1. The official boats recognized by the ICF as "International Boats" are the following:
- For men: K1, K2, K4, C1, C2 and C4
- For women:K1, K2, and K4

6.3. Boats, accessories and clothing may carry trade-marks, advertising symbols and words.
6.4. The guidelines for any advertising material carried on the clothing and equipment of paddlers should be as follows:
6.4.1.All advertising material should be placed in such a way that it does not interfere with competitors identification and does not effect the outcome of the race.
6.4.2.The advertising of tobacco smoking will not be accepted.
6.4.3.No form of publicity of propaganda, commercial or otherwise, may appear on sportswear, accessories or, more generally, on any article of clothing or equipment whatsoever worn or used by the athletes or other participants in the Olympic Games, except for the identification of the article or equipment concerned, provided that such identification shall not exceed a total area of 9 square centimeters.
6.4.4.The word "identification" means the normal display of the name, designation, trademark, logo or any other distinctive sign of the manufacturer of the item, appearing not more than once per item.
6.5. The uniforms of the competitors and of all persons holding an official position may include the flag or their NOC Olympic emblem or, with the consent of the OCOG, the OCOG Olympic emblem. The ICF officials may wear the uniform and the emblem of the International Federation.
6.6.Any boat, accessory, or article of clothing, which does not comply with the above mentioned conditions will be ineligible for use during a competition. Teams are responsible for their own equipment.

7. Construction
7.1.All kinds of building materials are permitted.
7.2.The hull
Section and longitudinal lines of the hull of the kayak and canoe shall be convex
( Only horizontal and vertical ).
7.3. The deck
The deck construction may not be higher on any horizontal point,than the highest point of the front edge of the cockpit
7.4.No foreign substance may be added to boats which give competitors an unfair advantage.
7.5.All electric/electronic devices are forbidden in a boat when racing, this to include:
  • pumps
  • speed measuring devices
  • strain gauges
  • heart monitors
7.6. Kayak
7.6.1 Steering rudders are allowed only one per boat. The maximum thickness of the rudderblade must not exceed 10 mm in the case of K2 and K1, or 12 mm in the case of K4, in all case where the rudder forms an extension to the length of the kayak.
7.7.Canoe
7.7.1.The canoe must be built symmetrically upon the axis of its length.
7.7.2.Steering rudders or any guiding apparatus directing the course of the canoe are not allowed. A keel, if any, must be straight, shall extend over the whole length of the canoe and not project more than 30 mm below the hull.
7.7.3.The C1 canoe may be entirely open and shall not be covered more than 150 cm from the stem and 75 cm from the stern, reckoned from the outer edge of the stem or stern to the furthest point of the edge of the deck for the fore or aft decks respectively.
7.7.4.The C2 canoe may be entirely open, the minimum length of the opening shall be 295 cm.
7.7.5.The C4 canoe may be entirely open, the minimum length of the opening shall be 410 cm.

8. Boats control
8.1.The lenght of a kayak or a canoe shall be measured between the extremes of the stem and the stern.Stem-bands or other projection of the stem or stern,if any,are to be included.
Any rudder forming a continuation of the lenght of a kayak is not to be included in the measurement. The beam of a kayak or a canoe shall be measured at the widest part.
Rubbing strake,if any,is not to be included in the measurement.
8.2.No alterations in canoes and kayaks are permitted after the measuring and weighing and before the competition has taken plac e.
8.3.All loose outfit shall be removed .Permanent knee rests attached in a defenitive way to the floor board and buoyance attachments consisting of water absorbing material must be absolutely dry at the first weighing prior to the race.Three or more boats according to the decision of the Competition Committee and on a random system shall be recontrolled immediately after the race

III ORGANIZATION OF THE COMPETITIONS
9Officials
9.1. International competitions shall be held under the supervision of the following officials:
a)Chief Official

9.1.1.If circumstances permit, one person may function in two of the above offices.
9.2. Unauthorized person must not enter any official's area unless the Competition Committee or the Jury send for officials or team officials in order to solve problems.
9.3. The top management of the competition shall be in the hands of a Competition Committee which shall consist of:

one additional person may be one of the other officials, provided that his function allows him to be near the finishing line at all times. This person is appointed by the Competition Manager. Two members of the Competition Committee must be in possession of a valid International Official card.
9.4.The Competition Committee must:
a) organize the competition and supervise its arrangement;
b) in the event of inclement weather or other unforeseen circumstances which make it impossible to carry out the competition, postpone the competition and decide on another time when it may be held;
c)hear any protests that may be made and settle any disputes that may arise;
d) decide matters concerning disqualification in cases where the regulations are broken during a race.
Should a competitor be injured during a heat, the Committee may allow him to participate in another heat. The decision of the Committee shall be based on the ICF Flatwater Racing Rules. Penalties in accordance with the ICF Statutes may also be imposed ie. disqualification for a longer period than the duration of the competition in question;
e)before any decision is made regarding an alleged infraction of the rules, hear the opinion of the Umpire who controlled the race in which the infraction was said to have occurred. The Committee shall also seek the opinions of other officials in the race, if it is felt to be of importance in clearing up the alleged infraction.
9.5. Duties of the Officials
9.5.1.The Chief Official,who is also the Chairman of the Competition Committee, shall decide all matters arising during the actual contest, which are not dealt with in these rules.
9.5.2.The Technical Organizer shall deal with all the technical eletronic equipment of the Regatta-Course. ( Automatic start system / Photo/Timing system / Score board / Radio connections / Boat traffic before and during the races / Boat control , etc.)
9.5.3.The Competition Manager Shall supervise the races and be responsible that they take place according to the programme and without unnecessary delay. He shall inform the officials concerned punctually before a new race starts. He has to deal also with the good function of the competition administration of the races. ( programme , drawings results , technical documents , boat control , press ,protests ,etc.) He shall make certain that the announcer give all necessary information about the races such as the start order , the name of any competitor failing to start and the results.
9.5.4.The Starter decides all questions concerning the start of the races, and is alone responsible for decisions as to false starts. His decision is final. English shall be the language used.
He shall see that the starting gun or pistol is in good working order. By means of a signal, he shall communicate with the Competition Committee and after having received a signal from them that all is ready, he shall order the competitors to their places and carry out the start according to the racing rules.
9.5.5.Aligner: the duty of the aligner is to bring the boats to the starting line with least possible delay, to check the competitor's attire and the competition number on the back and the number of the boats. When all boats are aligned he shall notify the starter by raising a white flag. English shall be the language used.
9.5.6.The Course Umpire shall see to it that during a race the rules are complied with. If the rules are broken, the Umpire shall report the infraction to the Chief Official, who in turn, shall refer it to the Competition Committee.
a) The Competition Committee shall decide whether any of the competitors concerned shall be disqualified or not. If the Umpire has to report an infraction of the rules he shall show a red flag after the race and shall make a written report before the next race takes place.In such a case, the Competition Committee shall make known its decision immediately and before the result of the race is announced.
b) If there is no infraction to report, the Umpire shall show a white flag.
c) In races of 500 m and 1000 m the Umpire shall follow the race in a motor boat.
d)He shall be completely unhampered during the race. No one except the Umpire and the driver shall be admitted to the boat reserved for him.
e) In long distance races with many competitors, more than one Umpire will be nominated. One of the Umpires shall if possible follow the leading group in the race, but without disturbing the other competitors.
f) In case of hindrances the Course Umpire must stop the competition passing all boats in the race and waving the red flag or using a sound signal until all boats have stopped paddling. After this all boats shall return to the start.
9.5.7.Turning Point Umpires when a race is run along a course with one or more turning points, one or more umpires and one secretary must be stationed at every turning point where they gain the best view of the turn.
a)The Turning Point Umpire shall see the competitors turn according to the rules. The secretary shall make a list of all who pass the turning point.
b)Immediately after race, the Turning Point Umpire shall report to the Chief Official as to who has turned and if any infraction of the rules has taken place.
9.5.8.Finishing Line Judges decide the order in which the competitors have passed the finishing line. The judges shall be placed in a position where all lanes at the finish line can be clearly seen.
a)If the judges differ regarding the placing of two or more competitors, the dispute, in the absence of photo-finish, shall be decided by a simple majority. In the case of equal voting, the Chief Judge has the casting vote.
b) When a photo-finish is used the result determined by the Finish Line Judges shall be compared with it, with the photo-finish being decisive. Video films are not a substitute for photo-finish. The decision of the judges is final.
9.5.9.The Timekeepers are responsible for recording the times. This shall be done by means of stop watches.
a)Before each individual race, the Chief Timekeeper shall see that the watches have been wound and tested and shall divide the work among the Timekeepers.
b)At the end of each race, he shall compare the official times with the other Timekeepers and immediately inform the Competition Manager on them.
c) Each race shall be timed by at least two watches. When the watches have not recorded the same time, the longest (worst) time shall be taken as correct. The stop watches are to be started when the smoke from the starting pistol or gun is visible, not when the sound of the shot is heard. Timekeepers may also be employed as Finish Line Judges.
9.5.10.The Boat Controller shall assist the Technical Organizer to test the craft taking part in the race. Should any of them not fulfill the ICF requirements concerning classification (Rules 6 to 8), they shall be excluded from the competition.
9.5.11.The Announcer shall, on the instructions of the Competition Manager, announce the start of each race, the order of starting and the position of the competitors during the race. After the race is finished, he will announce the results.
9.5.12.The Press Official must supply all necessary information to the representative of the press, radio and television about the races and its progress. He is authorized therefore to ask information from the different officials who must also procure for him as soon as possible copies of the official results.

10. International Regatta Officials
10.1.In Olympic Games, World Championships Championships the Jury and all officials must be recognized International Regatta Officials, with valid certificate. Such recognition is given by the ICF to persons who have passed an examination.
10.2.Only national federations are entitled to nominate candidates for this examination. Applications must be accompanied by a fee of 20 US dollars per candidate.
10.3. The candidates shall not be younger than 25 years or older than 65 and have at least 5 years experience as "a National Regatta Official". Their names are to be sent to the Secretary General of the ICF and to the Chairman of the Flatwater Racing Committee at least two months before the date of the examination.
10.4.A sub-committee of the ICF consisting of three members who are to be chosen from time to time, will hold this examination in conjunction with Olympic Games, World Championships. The examination will be carried out in one of the three official ICF languages and will be based on the knowledge of the ICF Statutes, the ICF FIatwater Racing Rules and practical regatta experience. If a national federation is asking for an examination at another date, the Federation concerned will cover the living and travelling expenses of the examiners.
10.5.Candidates who have failed one examination, can enroll for another examination, but not earlier than the following year. Successful candidates will be issued with a valid card as an International Regatta Official. The expense incurred by candidates in connection with the examination must be borne by their national federation.

11. Invitations
11.1.An invitation to an international competition shall contain the following information:
a) Time and place of the competition.
b) Situation and plan of the course(s).
c) Classes and distances of races.
d) Sequence and starting times of races.
e) Whether the races are to be held on still or running water up or down stream, and minimum depth of water.
f) Amount of entrance fee.
g) Address to which entries should be sent.
h) Last date for receiving entries.This date shall not be earlier than 14 days prior to the first day of the competition.
11.2.As far as possible the order of races shall be in accordance with the schedules detailed for World Championships for seniors and juniors.
11.3.An invitation shall be sent two (2) months before the competition.

12. Entries
12.1.Entries for an international competition can only be made through the national federation in accordance with the regulations given in the invitation.
12.2.An entry shall, however, always contain the following:
a) the name of the club or federation to which the competitor/s belong.
b)the classes and distance in which the team proposes to compete.
c)Christian name and surname of each competitor together with the date and year of his birth and his citizenship.The first year a competitor can compete in a junior World Championship is the year that his/her 15th birthday falls in and the last year he/she may compete as a junior is the year that his/her 18th birthday falls in. On the entry form for Junior Championships in addition to the name and surname, nationality, sex, also the date and place of birth, name of his/her club must be given and prior to the first race he or she or the team leader must produce documentary proof such as passport, identity card or similar document with photograph, confirming the age of the competitor,
d)similar details regarding reserves, if any,
e)in addition to nominated crews, participating federations are allowed to enter unlimited number of substitutes in every race kayak men, kayak woman and canoe men.
f)An entry may be telegraphed if it is dispatched before midnight on the last day for receiving entries. Entry by telegram/fax must be confirmed immediately by letter and in the eventuality of conflicting information, the information by letter would take precedence.
Late Entries cannot be accepted.
i)When making their entries federations must give the colors of the clothing worn by the competitors and these colours must not be changed during the competition.

13. Acceptance of entries and programme
13.1.Applications for entry must be answered within 48 hours of receipt.
13.2. Not later than 24 hours before the first race of the regatta, the definitive programme shall be available at the regatta course, giving the names and citizenship's of the competitors and the results of the draw.

14. Alterations in entries and withdrawals
14.1.Any competitor named in the final entry of his country may substitute any other in any event (kayak men, kayak women, canoe men). Notification of alterations in the entries must be given in written form to the chief official at least one hour before the first race of the morning or afternoon session.
14.2. The withdrawal of an entry is considered final and no renewed entry of the same crew is allowed.
14.3. If the competitor does not start, and has no valid reason approved by the Competition Committee, he shall be disqualified for the whole regatta. A competitor who arrives too late at the start, shall be considered to have voluntarily withdrawn and shall be disqualified under this rule.Entry fees cannot be refunded.

15. Alterations in the sequence of events
15.1. The sequence of races given in the invitation, and the intervals between the races as given in the racing Programme, are binding on the organizers. Alterations cannot be made unless the respective team managers or national representatives at the competition give their consent.

16. Marking signs
16.1. The turning points shall be marked by at least six (6) flags. The flags shall be diagonally divided, with one half in red and the other yellow.
16.2.Both the start and finishing lines shall be marked with red flags at the points where lines intersect the outer limits of the course.

17. Courses
17.1.At least 5 hours before the start of the races the racing course shall be measured and marked by means of clearly visible flags mounted on buoys.
a) The course at the start shall permit a clear width of at least 5 metres for each boat.
b) The starting and the finishing lines shall be at right angles to the course.
c) The finishing line shall be at least 45 metres long and be marked by two flags. TheFinishing Line Judges must be placed as near the finishing line as possible.
d) For races up to 1000 metres, the course shall be straight and in one direction.
17.2.For races of more than 1000 metres, turning points are permitted. In this case, the following conditions shall be fulfilled, if possible.
a) The distance between the starting line and the first flag of the first turning point (1st open leg) shall be straight and maximum 1,859.25 metres.
b)The distance between the last flag of the first turning point and the flag of the second turning point (2nd leg) shall be straight and maximum 1,759.25 metres.
c)The distance between the last flag of the second turning point and the first flag of the third turning point (3rd leg) shall be maximum 500 metres.
d) The specifications for all other stretches shall be in accordance with point "c".
e)The radius of each turn shall be at least 40.5 metres.
f) Both the start and the end of the race shall be in front of the Finishing Tower.
h) The red flags on the finish line shall be placed as much to the outside as possible in order to get the widest feasible finish line.
i) The starting pontoons for the 500 m races are to be removed.

18. Canoe and personal numbers
18.1. All kayaks and canoes shall carry a vertical plate, made of non-transparent material, marked with black numbers on a white background, indicating the lane. The numbers on the plate must measure 15cm in height and 20mm in thickness
18.2. The plates shall be placed on the centerline on the afterdeck (canadian canoes foredeck).
18.3 The size of the number plate shall be 18 x 20 cm.
18.4. The personal numbers provided by the organizing national federation shall be placed on the back of the competitor only.

19. Instructions for competitors.
19.1. Each team leader shall receive printed or written instructions at least 5 hours before the beginning of the regatta, containing the following information:
a) Detailed information on the courses and their markings.
b) Starting time.
c) Starting line.
d) Finishing line.
e) Competitors racing number.
f) Type of boat control.

20. Protest.
20.1. A protest against the right of a crew to take part in a race shall be referred to the Chief Official not later than one hour before the start of the race.
20.2. A protest made later - within 30 days from the date when the race in question was held - is only permitted if the officials of the association making the protest can prove that the facts on which the protest is based came to their knowledge later than one hour before the start of the race.
A late protest shall be referred to the ICF Board of Directors accompanied by the prescribed fee (see below).
20.3. A protest made during a competition must be addressed to the Competition Committee and handed to the Chief Official not later than 20 minutes after the team leader has been informed on the decision against his competitor or team and has signed the receipt
20.4. All protests shall be made in writing and be accompanied by a fee of 25 US dollars (or an equal amount in the currency of the country in which the race is arranged).The fee will be refunded if the protest is upheld.
20.5. When a protest or a report is made against an athlete or a team, the team leader of the athlete/team in question shall be presented the protest or report to read.

21. Appeals
21.1. Competitors have the right to appeal to the ICF through their national federations against a decision of the Competition Committee, within 30 days from the date when the race was held. The appeal shall be accompanied by a fee of 25 US dollars. The fee will be refunded if the appeal is upheld. The ICF Board of Directors shall pronounce the final decision.

IV RACING REGULATIONS
22. Disqualifications
22.1. Any competitor who attempts to win a race by any other than honourable means, or who breaks the racing regulations, or who disregards the honourable nature of the racing regulations shall be disqualified for the duration of the race concerned.
22.2. Should a competitor have completed a race in a kayak or canoe which is shown upon inspection not to conform with the ICF classifications he shall be disqualified from the race in question.
22.3. It is forbidden to receive, during a race, outside help, or to be accompanied by other boats along the course - even outside the lanes - or by throwing objects into the course. All such acts shall entail the disqualification of the competitor/s concerned.
22.4. All disqualifications by the Competition Committee have to be confirmed in writing immediately with the reasons. The team leader has to acknowledge the receipt of a copy with the exact time, which is the start of the protest time.

23. Means of propulsion
23.1. Kayaks shall be propelled solely by means of double-bladed paddles.
23.2. Canadian canoes shall be propelled solely by means of single-bladed paddles.
23.3. The paddles may not be fixed on the boats in any way.
23.4. If a paddle is broken a competitor may not be provided with a new one by a supporter.

24. Heats and finals
24.1. At least three kayaks or canoes must be entered before the race can be held. If the number of entries in races up to and including 1000 metres is so great that heats are necessary, the number of kayaks or canoes in each heat and in the final must not exceed nine (9).
24.2.The division of the competitors into heats shall be determined by drawing lots.
24.3. Eight or nine kayaks or canoes may participate in the final if more than this number have been entered in the entire race, as follows:
3 to 9 entries, direct final
10 to 14 entries,two heats, three from each to the final, the rest to one semi-final and from semi-final three to the final.
15 to 27 entries,three heats, 1st and 2nd to the final, 3rd, 4th and 5th to the semi-final, rest out
one semi-final and three to the final.
over 27 entries,required number of heats and three semi-finals. Three from each of the semi-finals to the final.
24.4. The division into heats must be made in such a way that at least three competitors proceed to the final (or the semi final) from each preceding heat.
24.5. When making the draw, the difference between the number of competitors in the heats of a race shall not exceed one. If the number of competitors in the heats varies, the earlier heats have the larger numbers.
24.6. Any crew which has not taken part in a heat as instructed shall not be allowed to compete in the final.
24.7. The composition of a crew which has qualified for semi-finals or for the final must not be changed. Heats and the final shall be run on the same stretch of water. Participation in the final must not depend upon times attained in the heats.
24.8. For races of more than 1000 metres, heats shall not be held, and all boats taking part shall start simultaneously.
24.9. Should the width of water not permit a simultaneous start, starts at regular intervals shall be permitted.

25. Start:
25.1. Lots shall be drawn to determinate in the heats the stations of boats at the start. Number one shall be placed to the left, then number two and so on.
25.2. In competitions where heats are required, lots must be drawn separately for each heat.
25.3. Competitors shall be at the starting area in due time to allow satisfactory preparation for the start. The start shall be given punctually without reference to any absentees. The position of the boats at the start shall be such that the bows of the competing boats are on the starting line.
25.4. Boats must be stationary.
25.5.The Starter shall call the attention of competitors to the start by the words "ATTENTION PLEASE", and if it is satisfactory he shall give the starting signal by a "SHOT".
25.5.1. In the long distance races the starter shall declare "ONE MINUTE TO GO BEFORE START" and then shall give the starting signal by a "SHOT".
25.5.3. The "SHOT" can be replaced by the word "GO".
25.5.4If the Starter is not satisfied with the line-up he will call "STOP", and hand over to the Aligner for repositioning.
25.6. If the competitor starts paddling ahead after the words "ATTENTION PLEASE" and before the shot has been fired, he has made a false start.
25.6.1. The Starter must immediately warn the offending competitor/s.
25.6.2If two false starts are made by the same competitor/s, the Starter must exclude him (them) from the race. A warning and subsequent disqualification by the Starter applies only to the boat/competitor/s which/who caused the false start. When an automatic start system is installed and actived no false start will be allowed.

26. Interruptions
26.1. The Umpire has the right to interrupt a correctly started short distance race if unforeseen hindrances arise. Such an interruption may be effected by the course umpires with a red flag and sound signal. Competitors must immediately stop paddling and await further instructions.
26.2. If a race is declared null and void, no change of the composition of a crew is permitted at the new start.
26.3. In the event of a capsize the competitor or crew is eliminated from the race if he or they are not able to get in the boat without outside help.

27. Taking pace and hanging
27.1.Taking pace or receiving assistance from boats not in the race or by any other means is not permitted.
27.2. When a race is in progress crews not taking part in the race are strictly forbidden to proceed over the whole or part of the course, even outside the marking buoys.
27.3. Races up to 1000 metres.
In races up to 1000 metres, competitors must keep their lane from the start to the finish of the course. It is forbidden to hang, and no competitor must come nearer than five metres in any direction to another competitor.
27.4.Races of more than 1000 metres distance.
In races of more than 1000 metres competitors may deviate from their lane, providing they do not impede other competitors.
27.5.In long distance races every competitor shall be warned by a sound signal (e.g. a bell), when he passes a point 1000 metres from the finishing line.

28. Turns
28.1. When a race is run on a course with turning points, these shall be passed to port (i.e. in an anti-clock wise direction).
28.2. When going around a turning point, the competitor on the outer course must leave room for the competitor on the inner course if that competitor has the bow of his boat at least level with the front edge of the cockpit of the boat on the outer course. With respect to K2 and K4 this refers to the fore cockpit. With respect to C1, it refers to the level of the competitors body, and for C2 if refers to the level of the body of the foremost member of the crew.
28.3. A competitor will not be disqualified for touching a turning point buoy, unless, in the opinion of the Turning Point Umpires, an advantage has been gained therefrom. In making a turn, the boat shall follow as closely as possible the course as marked by the buoys at the turning points.

29. Overtaking
29.1.When a canoe or kayak is overtaking another canoe or kayak in a race, it is the duty of the overtaking craft to keep clear at all times of the boat being overtaken.
29.2. The craft being overtaken is not allowed to alter its course to make difficulties for the overtaking craft.

30. Collision or damage.
30.1. Any competitor who is responsible for a collision or who damages the canoe or kayak paddle of another can be disqualified.

31. Finish
31.1. The boat has finished the race when its bow crosses the finish line with all crew members in it.
31.2. If two or more boats reach the finishing line at the same time they are awarded the same classification in the final.
31.3. In case of a dead heat finish for any position which determines the advance to the next level of the competitions, the following rules will apply:
a) Whenever there are sufficient number of lanes available in the next level of the competitions, drawing of lots will determine to which race these boats will advance. If it is possible it may use also lane number 10.
b)Wherever there are not enough lanes available there will be a rerace between the boats involved one hour after the last race of the day, or half-day Programme;
c)In case of a dead heat in a rerace, drawing of lots will determine the outcome.

32. Information
32.1. After the ending of World Championships and from all International Regattas, listed in the Competition Calendar of the ICF, two copies of the results must be air mailed to the ICF Bulletin Editor.

33. Arrangements
33.1. World Championships may be arranged each year (except the Olympic year) with the consent of the ICF Congress, at the place and time decided and in accordance with the ICF Flatwater racing regulations. Championships shall be open only to national federations which are members of the ICF.
33.2. The races shall be held on four ( 4 ) consecutive days, and entries for all events shall be limited to one per nation
33.3. Substitutes may be entered and may participate in the races according to the Rules in Art. 12e and 14.
33.4 At least six (6) national federations must compete if a race is to be recognized as World Championships.
33.5. No entry fees are to be charged for Championships races.

35 System of division into heats
35.1. System with 9 competitors in the final:
35.1.1The division into heats will be based on the previous World Championships final The final 9 will automatically be included and the remainder will be taken from the results of the S.F. up to 18 competitors. The remainder will be placed into the heats by drawing of lots . If changes at the team-leaders meeting result in the fact that the actual number of competitors is too small for the plan used, there shall be a new drawing of lots after the actual number of competitors and a new plan.
35.1.2. The boats - in accordance with the plan concerned - in each heat go forward to a higher round.
35.1.3.From the semi-finals the boats in accordance with the plan concerned - go forward to the final. The others are eliminated.
35.1.4. The Competition Committee will decide by drawing of lots after the last heat of every event regarding the valid alternative plan used for semi-finals.
35.1.5. The distribution of lanes for, semi-finals and finals is automatically determined by the results of the previous race, and the best are in the middle. A semi-final will not be held if all the competing boats would reach the next round of the competition.
35.1.6. If the number of the boats is less than four (4) in a semi-final the participants shall be consolidated into one or two races.

36. Course
36.1. For Championships races of 200 to 1000 metres, the depth of the water along the entire course shall be at least two (2) metres. The width of the 9 lanes for races up to 1000 metres shall be 9 metres.
36.2. The 1000m and 500m races shall be accompanied by two Course Umpires in two separate catamaran type boats.

37. INVITATIONS, ENTRIES AND PROGRAMME
37.1. Invitations to World Championships shall be issued by the organising national federation and shall be made in accordance with the ICF rules and regulations. Invitations shall be sent out at least three (3) months before the first day of the championships.
37.2. Entries from national federations shall state the number of competitors and must be in the hands of the Organising Federation at least 45 days before the first day of the championships. The number of substitutes and team leaders shall also be given in the entries.
37.3. The names of the competitors in each individual event must be received by the Organising Federation not later than 14 days before the first day of the races and in accordance with the rules in paragraph 12. The names of the substitutes for each event must be given (Kayak Men, Kayak Women, Canoe Men). The number of the substitutes is unlimited in accordance with the rules in article 12.
37.4. Withdrawing of a boat is only permitted until 8 days before the first day of the World Championships and/or Olympic Games.If the boat does not start and the respective competitor (s) have no valid reason approved by the Competition Committee the competitor(s) concerned shall be disqualified for the whole regatta.
37.5. No entry received after the closing date shall be accepted. A participating federation is allowed to enter substitutes in accordance with the rules of paragraph 14. Only those substitutes named 14 days before the first day of the events are allowed to take part.
37.6. A programme giving the starting time for each race (heats as well as final) and the names of the federations entering in each event must be forwarded to each federation concerned at least one month before the first day of the Championships.
37.7. At least 6 days before the Championships are held a definitive Programme must be issued containing the following details:
a) The starting time for each race (heats as well as finals).
b) The names and citizenship of the competitors in each race (if heats are required, the names of the competitors in each opening heat must be stated).
37.8. World Championships shall be held under the direction of a Chief Official appointed by the ICF Board of Directors with other officials as required in paragraph 9.

38. Jury, Competition Committee and Officials
38.1.During the World Championships the supreme authority rests with the Jury.
38.1.1 The Jury consist of five persons, including a member from the organising Federation. These are appointed by the Board of Directors of the ICF.
38.1.2. One of these persons - either the President of the ICF or another member of the ICF is named Chairman of the Jury. Subordinate to this Jury are the Chief Official and other officials according to paragraph 9 and proposed by the Flatwater Racing Committee for the approval by the Board of Directors.
38.2. The Competition Committee shall consist of three officials who shall be in possession of a valid International Official card. They shall belong to different national federations. They shall be called Chief Official (Chairman of the Racing Committee or his deputy from the Racing Committee), Deputy Chief Official (from the RC), Competition Manager (from the organising federation).
38.3. The maximum number of officials (excluding the Jury and Competition Committee) to officiate at the World Championships shall be:

39. Protest
39.1. A protest made during the competition must be addressed to the Competition Committee and handed to the Chief Official not later than 20 minutes after publication of the results.
39.2. The Chief Official must notify immediately all parties involved in the protest. After 20 minutes the Chief Official closes the case and starts the deliberation on the protest. The decision of the Competition Committee on the protest must be confirmed in writing, not later than 10 minutes after closing of the protest, giving reasons for the decision. The decision must be handed to the team leaders by the Chairman of the Competition Committee. The team leaders must acknowledge receipt of it by signing the Competition Committee's copy and recording the time for the case of any further appeal.
39.3. All protests shall be made in writing and be accompanied by a fee of 25 US dollars (or equal amount in the currency of the country in which the championships are arranged). The fee will be refunded if the protest is upheld.
39.4. When a protest or a report is made against an athlete or a team, the team leader of the athlete/team in question shall be presented the protest or report to read.

40. Appeal
40.1. An appeal against a decision of the Competition Committee must be addressed to the Chairman of the Jury in writing and be accompanied by a fee of 25 US dollars (or equal amount in the currency of the country in which the championships are arranged). The appeal must be handed to the Chairman of the Jury not later than 20 minutes after the team leader has been informed with a written communication of the decision against the competitor or team and has signed the receipt given. The fee will be refunded if the appeal is upheld.

41.1. The drawing of lots for the first races in each class shall be carried out under the control of an ICF official and the supervision of the president of the organising Federation or his delegate.

c) For the 500 metres races, the interval in question must not be less than one hour.

43. Course markings
43.1. In the 200m, 500m and 1000 metres races, the lanes shall be marked with buoys or floats. The distance between the buoys along the length of the course shall not exceed 25 metres.
43.2. The last buoys must be marked from No 1 to 9, with the number placed on the buoy in such a way as to be clearly visible from the finish tower. The numbered buoy is to be on the corresponding competitor's right hand side as he passes it and also clearly visible to him. The buoys should be fixed no closer than 1 metre and not farther than 2 metres from the finish line.

44. Start equipment
44.1. Automatic start system equipped with loud-speakers is compulsory for all races.
44.2. The organising Federation shall provide a loud-speaker which shall be at the disposal of the Starter.
44.3. An assistant holds the stern of the boat and releases it on the shot.

45. Photo-finish and time-keeping
45.1.The Organising Federation shall provide two photo-finish mechanisms.
45.2. The federation arranging the Championships must see that a photo-finish is taken for each race (heats, semi-finals and finals).
45.2.1. In heats, and semi-finals, the photo-finish must show all participants in the race who qualify to go further in the competition.
45.2.2. In finals, the photo-finish must record the finish of all participants.
45.3. The photo-finish shall be at the disposal of the Chief of the Finish Line and the Finishing Line Judge concerned in the first place, of the Competition Committee in the second place and of the Jury in the third place.
45.4. One copy of the photo-finish of each race when needed shall be placed on the official notice-board.
45.5. The Finishing Line judges must compare their decisions with the results of the photo-finish, with the latter being decisive.
45.6. If the photo-finish confirms the simultaneous arrival of two boats at the finish, resultant placing will be determined according to the best places achieved. Thus two or more may be recorded as first, second, or third.
45.7. During World Championships as well as Olympic Games no separate time-keepers shall be used.
If the electronic time-keeping fails the judges at the finish shall take the time by hand.
45.7.2.The time has to be recorded and published in 1/1000 of a second.

46. Checking of boats and equipment
46.1. The Boat Controllers will check boats, competitors equipment before the competition by the usual means. The Boat Controller and the Team Leader will sign minutes after the checking procedures. The organisers will provide for this purpose two certified weighing and measuring devices. Standard checking procedures will be applied.

47. Awards
47.1. The championships medals shall be given according to Olympic protocol.
47.2. The championships medals shall be given in three values, gilded, silvered and bronze and shall be furnished by the ICF at the expense of the organising national federation.
47.3. The medals must on no account be presented to any other persons than those who have won championship races. Only medals, to the exclusion of all other prizes, are to be presented at the official ceremony. Other prizes may be presented on an occasion other than this ceremony. To maintain the dignity and solemnity of the presentation ceremony the competitors receiving medals must wear proper clothing (training suits or national uniform).

48. Doping
48.1. Doping is strictly prohibited, and the organising federation shall take measures for the carrying out of controls under the supervision of the ICF Medical Committee.
48.2. At the World Championships a competitor selected at random among the first three places of each race will be checked for doping. The selection of other competitors will be made by draw of lots by the Jury after the race has commenced.
48.3. A doctor will be a direct witness of all procedures in doping control.
48.4. If a competitor or members of a crew are found doped, disciplinary measures can be taken by the Board of Directors e.g. temporary or definitive disqualification. During the Olympic Games the definitive sanctions shall be taken by the IOC

49. Results and reports
49.1. The results of World Championships, reports of any protest made, and other necessary documents concerning the races, must be sent to the ICF Secretary by the organising national federation not later than 30 days after the end of the championships races.

VI SPECIAL RULES FOR WORLD CHAMPIONSHIPS FOR JUNIORS
50. Arrangements
50.1. World Junior Championships may be arranged only with the consent of the ICF Congress and for such races as are fixed by the Congress. Championships shall be open to competitors from all continents but only of national federations which are members of the ICF
50.2. Championships shall be held every two years at the place and time decided by the Congress and in accordance with the ICF Flatwater racing regulations. Junior Championships shall not be held at the same time and at the same venue as the Senior Championships.
50.3. The races shall be held on three (3) consecutive days
50.4. No national federation may enter more than one canoe or kayak for any one event.
50.5. Substitutes may be entered and may participate in the races according to the rules in paragraphs 12 and 14.
50.6. At least six (6) national federations must compete if a race is to be recognised as World Championships.
50.7. No entrance fees are to be charged for championship races.
50.8. Juniors are competitors, as specified in the rule in paragraph 12(c).
